As it turns out, that's only true on paper, proving once again that paper will stand still for anything. Nevertheless, because of that difference, the elected and temporary legislative and executive branches of government make and enforce representative law, and the appointed and permanent judiciary adjudicates cases in that law, as legislated, quite literally, without opinion or personal interpretation or reinterpretation.
