Aquila was the name of the eagle of the Greek god Zeus, who was called Jupiter by the Romans. The phrase "where the eagles gather" in the days of Greco-Roman dominance, meant where the legions gathered under their battle standards, which most often involved depictions of eagles. The "eagles" represented Aquila on the battle standards (flags, emblems, symbols) that the various legions marched under.
