How did it ever come to be that nobody ever thinks of the second edge of the two-edged sword of the American Constitution? It was written, argued and ratified as much for the rights of the citizenry as it was for the government and governance of America. Citizen rights were held to be equally important to the authority of the federal government. Not inferior, and not superior, but equal. In fact, the Representatives of the Colonies insisted on a citizen's Bill Of Rights being drawn up and attached to the Constitution before they would even ratify the whole thing.
