For many, many years the Marxocrats have been quietly building and strengthening a "permanent government" comprised of Soviets - administrative regulating and "ministering" bureaucracies - as an insurance policy against the election of any anti-Marxist President.

These behind-the-scenes "administrators" are the ones who really run the government, all public appearances aside. They can keep any President in office from taking the marching progress of the ongoing American Cultural Revolution (see Cultural Marxism) too far off the rails. They can and do redirect or tie up any Presidential action in bureaucratic red-tape and rigmarole to the point of official ineffectiveness.
