Considering human societies and cultures, Religion is always the norm, or the normal basis underlying any distinct human culture. It is religion that provides the external rule-set that everyone, or nearly everyone in the culture willingly embraces. This external rule-set is held by the majority to be Objectively True, or, Natural Law, not made by man and not subject to man. Something to be aligned with, and a way to live.

Morality - a distinct culture's proper sense of right and wrong - is born of religion, and with religion, is an external, objectively true thing, not to be changed by man. Morality, and its Religion, do not change, if the religion itself be true. The morality of the religion forms the collective conscience of the whole culture, and this collective conscience of the culture is the basis for the establishment, legislation and ongoing development of representative civil law.
