"Expert" Warfare Policy Versus America's Long-Term Survival

Should Experienced Generals and Recognized Experts set America's Foreign Policy, including even American War Policy, Overriding the Orders of a Duly Elected President?

The real problem here, as in all other areas of American governance, may be attributable to the ignoring and bypassing of the Constitution. And that particular problem is attributable to our unconstitutional Political Parties, which long ago began running the American government quite outside of the Constitution. Today, America's unconstitutional Parties, and not the Constitution, run the government.
