1. The criminal "Baseline-Budgeting" scam by which both houses of Congress criminally plot together to never allow the federal budget to be reduced, but only increased or kept the same, to keep the money flowing for their pet lobbyists, special interests and criminal personal gain,
2. The criminal loading-up of over-spending, among the planting of other political traps for incoming administrations during "lame duck" periods,

let us address the constitutionality of the 12 appropriations bills that are supposed to be legislated every year, but never are. First, let us again look at the limited and enumerated legislative and funding powers of the Congress, spelled out in Article 1 Section 8 of the Constitution:
