As a general rule, impracticality dominates the political world, because politicians, as a general rule, are impractical. Their heads are in the clouds of power seeking for its own sake. Politicians are so wrapped up in the contest, and how to get there, that they are not very good at doing the job if and when they win the contest. They know more about the political rules - official and unofficial, legal and illegal - than they do about the actual prize.
