Another name for a highly moral self-governing citizenry is Capitalism. Socialism has to be imposed upon a citizenry by government authority; this is true of all forms of Socialism. But Capitalism just naturally occurs when a moral people are free and set at liberty by strictly representative law. If the people are moral, and the secular governing law of the nation is representative of the people, then the law itself is moral. When the citizen instinctive tendency to abide by law is strengthened by faith (specifically Judeo-Christian religious faith), the faithful are said to be "not under the law", because they will obey representative law not because of the law itself, but because of the faith. They don't even need to know the law. Get either one, the morality of the citizenry or the morality of the law out of whack and all bets are off as to where the citizenry will wind up.
