"Though not a constitutional requirement, the Speaker has almost always been a member of the House's majority Party and serves as its leader." The reason it's not a constitutional requirement is that its unconstitutional. Political parties are nowhere mentioned in the constitution and thus are no constitutional part of any governing authority or power over any part of American government, including either house of Congress, let alone the Presidency or the Court.
