The buck stops at the top.

When you encounter an incompetent and/or evil organization that organization will be run by an incompetent and/or evil manager.

Organizational incompetence and evil "breed" and spread from the top-down, not from the bottom-up. If you find an incompetent and/or evil lower-level worker he will be incompetent and/or evil because he was allowed to be incompetent and/or evil by his management. If the business is incompetent at delivering product or service due to dealing with incompetent outside suppliers, that is the fault of management decision making, specifically, doing business with the incompetent outside business.

The buck tops at the top, always, and in every circumstance.
