Is the whole internet down in Lithuania?

This site normally gets a lot of traffic from Lithuania. Now, since June began, quite suddenly, no traffic out of Lithuania. Could this be a sign of the beginning of government(s) taking down the internet?

Does anyone out there have any insight into anything going on with Lithuanian IP providers?
