When President Bill Clinton signed the Budapest Memorandum in 1994, along with Ukraine, Russia and the United Kingdom, he put international faith and trust in America's word on the line. He had convinced Ukraine to give up its sole defense against Russian invasion - its nuclear arsenal - and not only that, but to turn the whole nuclear arsenal over to Russia, making Ukraine even weaker against the Russian menace. America, Clinton said, would come to Ukraine's aid if Russia invaded.

But Clinton was and is an inveterate liar.
